Diamond Beach in Pejukutan village, Nusa Penida, remains open to tourists despite an ongoing review of permits for several tourism facilities at the popular destination.
However, the Klungkung administration has prohibited the operator from collecting any entrance or tourism fees while the licensing and site management issues are being addressed.
Klungkung Tourism Agency head I Gusti Agung Gde Putra Mahajaya said the decision was intended to balance visitor access with compliance with local regulations.
“ We have never closed the area. The beach remains open and can be visited by tourists as usual. However, no tourism fees may be collected at the site until the building permit issues have been resolved,” Putra Mahajaya said when contacted on Thursday (September 10, 2026).
Parking fees remain permitted, he said, while unlicensed attractions such as the flying fox must remain closed.
The permit issue involves several tourism-support facilities at Diamond Beach, including structures built along the cliff and commercial facilities in parts of the site that have yet to obtain Persetujuan Bangunan Gedung (PBG), Indonesia’s building approval.
The local government is continuing to supervise businesses operating in the area while the licensing process is reviewed.
Mahajaya said the administration also plans to work with the Diamond Beach operator on a future tourism levy of Rp25,000 per visitor once the necessary arrangements are in place.
The planned levy would replace the independently collected entrance fee, which has reportedly been set at Rp60,000 per person.
“The site will continue to be managed together with the local customary village and the landowners,” Mahajaya said.
The temporary ban on independently collected tourism fees is intended to prevent charges that do not comply with applicable regulations while the status of facilities at the site remains under review.
The Tourism Agency said it would continue coordinating with tourism operators and relevant agencies to complete the licensing process and improve the management of tourism facilities in Nusa Penida.
For visitors, Diamond Beach remains accessible, but some attractions and fee arrangements may change as authorities work to bring the destination’s operations into line with local regulations.
